Depend for how long he has been a lvl 5 pirate, because he could have a lvl 5 account but do a lot of events etc., the same way people usually stayed at lvl 15 to enjoy the sun map, but most important a huge sum of money (or a acc with big discount at packages). So it is strange but not completely impossible, not with how seafight is nowadays.
